New Zealand’s government is considering new measures to tackle what it describes as “excessive” supermarket prices, following ongoing concerns about the cost of groceries for consumers across the country.
Government Response to Grocery Price Concerns
Commerce and Consumer Affairs Minister Andrew Bayly stated that the government is reviewing potential actions to address high supermarket prices. “We are looking at all options to ensure New Zealanders are paying fair prices at the checkout,” Bayly said. He noted that the government is evaluating regulatory tools that could be used to intervene in the sector if necessary.
Supermarket Sector Under Scrutiny
New Zealand’s supermarket industry is dominated by two major chains, Foodstuffs and Woolworths NZ. Critics argue that this duopoly limits competition and contributes to higher prices for consumers. The Commerce Commission, New Zealand’s competition watchdog, previously found that the lack of competition in the sector was resulting in excessive profits and higher prices.
Calls for Stronger Regulation
Consumer NZ, an advocacy group, has urged the government to introduce stronger regulations to prevent supermarkets from charging what it calls “unjustified” prices. Jon Duffy, chief executive of Consumer NZ, said, “We need meaningful action to ensure supermarkets are not taking advantage of New Zealanders.” He added that the current market structure does not provide enough competition to keep prices in check.

The government is considering a range of policy options, including price controls and the introduction of a grocery regulator. Minister Bayly indicated that any new measures would be designed to promote competition and protect consumers. “We are committed to ensuring a fair and competitive grocery market,” he said.
Industry Response
Supermarket operators have responded by stating that they are committed to providing value to customers and are working to keep prices as low as possible. Foodstuffs and Woolworths NZ have both pointed to rising costs in their supply chains as a factor influencing retail prices.

The government is expected to announce its preferred approach in the coming months. Minister Bayly emphasized that any decisions will be based on evidence and consultation with stakeholders. “We will continue to work with industry, consumer groups, and the public to ensure the best outcome for New Zealanders,” he said.
