The Utah Military Installation Development Authority (MIDA) has designated 100 rooms within a luxury hotel as a “military installation,” a classification that has drawn attention due to its implications for tax breaks and regulatory oversight.
Hotel Rooms Receive Military Installation Status
MIDA, a state agency tasked with supporting military-related development, made the decision regarding the Pendry Park City hotel. The agency determined that 100 rooms at the resort would be considered a military installation, a status usually reserved for properties with a direct military function.
The Pendry Park City, located in the Canyons Village area, is a high-end hotel that opened in 2022. The hotel features luxury accommodations and amenities, and the 100 rooms in question are part of a larger property with 153 rooms and 30 residences.
Purpose of the Designation
According to MIDA, the classification is intended to support military personnel and their families by providing access to lodging near training sites and other military facilities. The agency stated that the designation allows for flexibility in meeting the needs of service members, especially during peak demand periods.
“We’re trying to provide a benefit for military families,” said Paul Morris, MIDA’s executive director. “This is about making sure that when the military needs rooms, they’re available.”
Tax and Regulatory Implications
The military installation status exempts the 100 rooms from certain local taxes and regulations. This includes property taxes and some zoning requirements, which are typically applied to commercial properties in the area. The exemption has raised questions among local officials and residents regarding the appropriateness of the designation for a luxury hotel.
Summit County officials have expressed concerns about the impact on local tax revenues and the precedent set by the decision. “This is not what people think of when they hear ‘military installation,’” said Summit County Council Chair Chris Robinson.
Background on MIDA’s Authority
MIDA was established by the Utah Legislature in 2007 to facilitate development projects that support military operations and personnel. The agency has broad authority to classify properties as military installations, which can provide tax benefits and regulatory exemptions.
The Pendry Park City project is one of several developments overseen by MIDA in the state. The agency has previously used its powers to support housing and infrastructure projects near military bases.
Ongoing Discussions
The decision to classify hotel rooms as a military installation remains under discussion among state and local officials. Some have called for a review of MIDA’s authority and the criteria used for such designations.
